Worldwide, housing is one of the most important causes for social conflict in any city; however, in the case of Chile and the pobladores movement, conflicts over housing have become a very important social and political issue. The aim of this work is to first carry out an update of the geography of the housing conflict in Santiago, Chile, and secondly to analyze how the repertoire of protest and narratives of the pobladores movement have innovated and evolved considerably since its high point during the decade of 1960 to 1973 and increasing its complexity, as we shall see in a case of conflict: The Ukamau Social Housing Project in the area of Maestranza de San Eugenio, Santiago de Chile.
The first objective is approached using as a basis the previous work of Corporación SUR in the elaboration of a map of the territorial conflicts that occurred in Santiago de Chile between 2006 and 2011 (SUR, 2011). In addition, it is complemented with news of conflicts from the newspaper El Mercurio, mainly, and Radio Universidad de Chile to a lesser extent, as well as through a digital project to compile accounts of territorial conflicts (Francés, 2016). We will deploy the second objective from the analysis of the conflict originated from a real estate project proposed to be developed on land of the Maestranza de San Eugenio, led by one of the most active movements of settlers in the second decade of the century in Santiago: Ukamau. In this way, we intend to qualify the thesis of the demobilization of settlers and show the enormous social and political complexity of the current housing conflicts.
